bluetooth stopped working after some windows 8.1 automatic system update, to the extent that bluetooth disappeared from "network adaptors" in "device manger", and "PC & device" stopped showing the "bluetooth" tab. turns out it's a Intel driver update problem:

basically I need driver version 3.1.1307 for Intel 7260. thanks for user Mariusz for the valuable find!
